In the first sight, Putrajaya seems like a dull city with its divided precincts that serves its own functionality. Precincts 2 serves as Administration Zone as people come and go just for governmental services, lacking of human activities within the precinct, making it looks like a dead city. However events that held annually, create a inner soul of Putrajaya. The issue is that these events and soul does not portray daily in Putrajaya. The aim of the Cultural Art Center is to maintain the Art and Culture of Malaysia within Putrajaya, preventing it to be ignite.
